BACKGROUND/DISCUSSION: USDA PROGRAM(S) & OTHER INITIATIVES
USDA Capital Program:
Phase 1
Water Line Replacement Projects:
- There is $1,575,748.35 in USDA loan and $1,009,500.00 in USDA grant funding available to the District for system improvements. We will review the remaining eligible
- remaining funds.
- Sunrise Engineering Projects warranty site visit and reviews will be addressed in September and February 2026.
Deep Well Project SV3
- Summit Construction LLC:
- Continuing Project Meetings on Thursdays.
- The Contractor has mobilized equipment and secured the site with construction fencing.
- Installed underground piping around booster station and tank.
- They will be preparing and pouring the pumphouse slab.
- Vertical construction to continue on the booster station.
- Installation of the tank foundation during the next three weeks.
- Submittals are being received and reviewed.
- The project schedule indicates substantial completion in late September 2025.
- KP Ventures Drilling & Pump:
- The well testing report has been reviewed and accepted.
- The well-casing pit-less adapter cap will be installed once the final procurement is approved.
- Project Issues:
- The District is working with the project team and USDA to purchase the permanent well pump and motor and associated equipment.
USDA Capital Program
Interim Financing from WIFA for USDA Projects
- EUSI and PSWID continue to process WIFA construction loan funds for disbursements requests on active construction projects.
- Geo-Logic will provide Resident Project Representative services for the SV3 Project.
- Close out of WIFA loan with USDA on Waterline projects is ongoing.
District Project Initiatives:
Well and Water Production Infrastructure-
Cemetery Road Waterline Replacement Project
- Summit Construction LLC will mobilize in early August pending material deliveries.
- EUSI continues to work with District Staff related to new capital improvement projects and the inspection, well capacity testing, repair, and improvement of existing wells and booster stations to maintain water system reliability to meet summer water demands.
- EUSI consults at District Operational Issue meetings and makes site visits with District Staff.
RCAC Rate Update:

- RCAC/USDA funded Rate Study Update is expected to commence in August and continue through to the first quarter of 2026.
- EUSI and District Staff will be providing critical information to RCAC for this update.
WIFA Project Meeting Items Review and Action:
- Review the USDA project list and procurement issues.
- WIFA Disbursements are reviewed and processed.
- Project Issues are addressed.
- EUSI personnel make construction project site visits to observe construction activities.
- EUSI personnel accompany District Staff as requested on field site visits and discuss water system and project issues.
- EUSI staff check the status of the WIFA Labor Boards on active projects.
