  • CALL TO ORDER
    • Raymond Headings called the meeting to order at 2:00 p.m.
  • PLEDGE OF ALLEGIANCE

  • ROLL CALL OF BOARD MEMBERS
    • Conducted by Raymond Headings:  Board members present: George Gorkowski, Raymond Headings, Sharon Hillman, Roger Childers, and Larry Bagshaw. Cory Ellsworth was present via Go to Meeting.  A quorum was present.
  • CALL TO THE PUBLIC
    • Victoria Hermosilla was on Go to Meeting to give a presentation on possible grant funding through the Bureau of Reclamation.  One fund still is open until July 28, 2022. She gave us the contact information for the person at the Phoenix BOR office and her own contact information.
  • OLD BUSINESS
    • DISCUSS AND TAKE POSSIBLE ACTION REGARDING DROUGHT STAGING AND SIGNAGE, WATER CONSERVATION.
      • Ray Headings. Due to the power outage, the district lost several pumps and 20,000 gallons of water to put out a house fire. So, the District went to Stage 3 over the following weekend. The field staff will alert Ray when they recommend we change stages, but we will not change stages daily.
    • DISCUSS AND TAKE POSSIBLE ACTION REGARDING RECLASSIFING IMPACT AND CONNECTION FEES AND DISCONTINUING THE FAILURE TO TRANSFER CONNECTION FEE.
      • Sharon Hillman. Our legal counsel reviewed our fee schedule. The impact fee needs to be renamed hook-up fee, and the new meter fee needs to be renamed lateral fee. It was also pointed out that the district cannot charge the failure to establish service fee and it will be removed from the rate schedule. Larry Bagshaw moved that the Revised Approved Rate Schedule for FY 2022-2023 be approved with the corrections above. Sharon Hillman seconded the motion. The motion carried unanimously.
  • NEW BUSINESS
    • DISCUSS AND TAKE POSSIBLE ACTION REGARDING DEFINING CERTIFICATION FOR THE CLASSES/COURSES THE FIELD CREW TAKE.
      • Ray Headings. Ray set up a definition of certification and what classes/courses were allowed to be reimbursed by the district. Water Treatment and Wastewater Treatment classes will not be allowed as they are not applicable to the district. Also raises will only be annual and based on performance and not certifications earned.
  • IDENTIFY POTENTIAL AGENDA ITEMS FOR THE NEXT SCHEDULED BOARD OF DIRECTORS MEETING ON JULY 28, 2022.
