- Conducted by Raymond Headings: Board members present: Larry Bagshaw, Sharon Hillman, Cory Ellsworth, Raymond Headings, and Roger Childers. George Gorkowski was present via Go to Meeting. A quorum was present., Paul Hendricks, EUSI, was also present.

- DISCUSS WELL SITING AND CLONING WELLS WITH GEO-LOGIC.
- The proposed deep well site at K2 is not large enough to accommodate the required piping and equipment for dual rotary drilling. Also, the drill rigs are not able to access the site due to the sharp curve in the road. Power lines will need to be lifted and trees cut down. The field staff has contacted the nearby property owners to see if we can have a temporary easement to the site. An alternative site would be at Strawberry Ranch 5 wellsite. We have also asked that Geo-Logic to redo the drilling request without requiring dual rotary equipment. Other concerns are the amount of water that would be required for dual rotary drilling and damage to the roadway from the heavy equipment. The well costs could exceed the $1.9 million that is available.
- DISCUSS THE ASTERRA PROGRAM.
- The Asterra program is a SAR Satellite Imagery Analysis for Underground water leaks. We are still running at 30% water loss due to leaks. The SAR analysis will map all the areas in the district and indicate underground leaks up to 10 feet in depth. There are two options. One will be a full system scan and 5 days of their ground team assisting and training staff on how to find and repair the leaks and second one will be bi-annual full scans and 10 days for their ground team. The cost will be $27,000 for option one and $54,000 for option two. Option one will only identify about 30% – 40% of the leaks, while option two will identify an additional 20-25% more leaks and identify clusters of leaks. Payson Water Department has expressed an interest in the program and possibly the other districts in Pine and Strawberry might be interested in participating, which might cut the costs if others participate. The board was in consensus to move this to the regular meeting agenda for a vote.
