BACKGROUND/DISCUSSION: USDA PROGRAM(S) & OTHER INITIATIVES
USDA Capital Program:
Phase 1-
Waterline Replacement Projects:
-
- We have been requested to post an overall status of all WIFA/USDA funded projects to the one-page public Dashboard Report for the Cool Pines Waterline Replacement Project.
Construction Activities:
-
- Cool Pines Phase “A”: Contractor is 69% complete for pipeline replacement.
- Woodland Heights: The Contractor has indicated that they may commence work sooner than the NTP date September 18, 2023 with construction scheduled to be completed in early February 2024.
- Whispering Pines: 100 Calendar Days of construction, construction scheduled to start October 23, 2023.
- White Oak/Cedar Meadows: 150-180 Calendar Days of construction, construction scheduled to start April 8, 2024.
Deep Well Project
- The Deep Well will take approximately 150 Calendar Days for drilling and testing with a planned start (NTP) date September 11, 2023.
- The electrical design engineer has contacted APS to determine the requirements to bring adequate power to the site. A meeting is scheduled for August 3rd with APS, Electrical Engineer and PSWID to review the electrical requirements for the new well.
Portals 1 & 2- Water Line Replacement
- The review of the 95% plans from Sunrise has been completed. Once the final plans have been completed, bidding is scheduled for September 2023.
- Geophysical testing has been performed to determine the best replacement alignment for the pipeline to minimize excessive hard dig and rock conditions.
- The Engineers estimate for the project is $6,100,000 to install 17,100 LF of 6” PVC pipe.
USDA Capital Program
- Interim Financing from WIFA for USDA Projects
- The District continues to process WIFA construction loan funds for disbursements requests on active construction projects.
- Sunrise Engineering continues to provide the USDA required, full time Resident Project Representative (RPR) construction observation services.
Non-USDA/WIFA Project Initiatives:
- Well and Water Production Infrastructure–
- District Staff continues work related to the inspection, repair, and improvement of existing wells and booster stations to maintain water system reliability to meet summer water demands.
- Tomahawk and Milk Ranch tanks will require recoating to prevent tank corrosion and maintain a sanitary surface.
- Critical Water Leak Detection Activities-
- The project team is reviewing the water system leak response program.
WIFA Project Meeting Items Review and Action:
- Review the USDA project list and procurement issues.
- WIFA Disbursements are reviewed and processed.
- Project Issues are addressed.
- EUSI personnel make construction project site visits to observe construction activities.
- EUSI personnel accompany District Staff as needed on field site visits and discuss water system and project issues.
- District Staff continue working on leak response and detection activities.
- Well Status Assignment Logs and USDA Assignment Logs are updated and maintained.
- EUSI staff check on the status of the WIFA Labor Boards on active projects.
