PINE-STRAWBERRY WATER IMPROVEMENT DISTRICT

BACKGROUND/DISCUSSION: USDA PROGRAM(S) & OTHER INITIATIVES

USDA Capital Program:

Phase 1

Water Line Replacement Projects:

• The WIFA/USDA funded water line replacement project Dashboard Report reflects all project construction is at 100%.

Construction Activities: 

• Hardscrabble Road Warranty
• The milling and asphalt replacement has been completed and inspected by Sunrise Engineering. This addresses the warranty requirements. 
• White Oak/Cedar Meadows/ Pinon/ Mistletoe : Construction has been finished on the original project.
• Work is also completed on the Change Order portion of the project for the Pinon and Mistletoe portions.
• Pavement is completed.
• The ADEQ-AOC has been received.
• The final walkthrough occurred on 1-16-25.
• Final completion contract completion is set for 2-04-25

The Pine-Strawberry Water Improvement District has neighborhoods with water distribution pipes that leak and break on a regular basis.  Much of the distribution system was installed over the last several decades with 2-inch to 6-inch mains using substandard (ABS) pipe that has reached its useful life.    The project includes approximately 8,000 feet of new 6” waterline replacement with services, some that will be relocated out of private property into the right-of-way. 

Construction Cost $1.723 million

• Portals 1 & 2: Construction is complete.
• The final walkthrough occurred on1-16-25.
• The project team is working on AOC

Portals 1 & 2

Construction Cost – $5.0 million

Deep Well Project SV3

• We expect USDA approval of Summit Construction very soon, for the Booster Station, Water Storage Tank, and Associated Equipment.
• KP Ventures Drilling & Pump will remobilize and complete the installation, development and testing of the new well in early February.

USDA Capital Program

Interim Financing from WIFA for USDA Projects

• PSWID continues to process WIFA construction loan funds for disbursements requests on active construction projects.
• As the construction is completed, Sunrise Engineering will no longer need to provide Resident Project Representative services.
• Sunrise Engineering is focused on closing out the paperwork for the projects.

 Non-USDA/WIFA Project Initiatives:

• Well and Water Production Infrastructure-

• • District Staff continue work related to the inspection, well capacity testing, repair, and improvement of existing wells and booster stations to maintain water system reliability to meet summer water demands.

• • EUSI is available to consult on well and system status with District Staff.

 WIFA Project Meeting Items Review and Action:

• Review the USDA project list and procurement issues.
• WIFA Disbursements are reviewed and processed.
• Project Issues are addressed.
• EUSI personnel make construction project site visits to observe construction activities.
• EUSI personnel accompany District Staff as requested on field site visits and discuss water system and project issues.
• EUSI staff check the status of the WIFA Labor Boards on active projects.
