Discuss and Take Possible Action Regarding the Status, Prioritization, and Funding of Capital Projects

BACKGROUND/DISCUSSION: USDA PROGRAM(S) & OTHER INITIATIVES

USDA Capital Program:

Phase 1-

Water Line Replacement Projects:

    • The WIFA/USDA funded water line replacement project Dashboard Report is being updated. This provides a snapshot reporting the progress of the water line replacement.

Construction Activities

    • Woodland Heights: The Contractor is increasing the number of personnel on the project to accelerate progress to complete the project in February 2024.
    • Whispering Pines: USDA conducted a final project site visit inspection. Final project documentation is in process.
    • White Oak/Cedar Meadows:  Construction is scheduled to start April 8, 2024.

Portals 1 & 2- Water Line Replacement

  • Mountain High Excavation will be performing the work to replace approximately 17,100 feet of water lines in Portals 1&2. This is the largest water line replacement project under this phase.
  • The project is anticipated to take 210 days for construction. Due to supply and scheduling challenges, the project may not commence until the 3rd quarter of 2024.

Deep Well Project

  • District staff installed construction security fencing around the 4 temporary tanks that will provide construction water needed during drilling.
  • The contactor has delivered some of the equipment to the site and installed some of the sound attenuation barriers. Once the drill rig and associated equipment is on site, additional sound attenuation barriers and construction security fencing will be installed.
  • The drilling permit from the County and ADWR has been received.
  • The Engineer has provided a draft site plan on 10-24-23.
  • The Engineer has provided a draft Basis of Design Report that is under review.
  • Now that we have the drilling permit, we expect a new project schedule from the contractor.

USDA Capital Program

  • Interim Financing from WIFA for USDA Projects
    • PSWID continues to process WIFA construction loan funds for disbursements requests on active construction projects.
    • Sunrise Engineering continues to provide the USDA required, full time Resident Project Representative (RPR) construction observation services.

Non-USDA/WIFA Project Initiatives:

  • Well and Water Production Infrastructure
    •  
    • We have received proposals and estimates to assess Milk Ranch 1 well to see if we can determine where the sand is entering the well at design pumping rates of approximately 100 gpm. This work, if approved, will include active video inspection of areas in the well during pumping.
    • District Staff continue work related to the inspection, repair, and improvement of existing wells and booster stations to maintain water system reliability to meet summer water demands.
    • Well Status Logs are reviewed and updated.
    • District Staff continue working on leak response and detection activities.
    • The refurbishment of the intermediate booster pump in Portals 1&2 is scheduled to be completed in parallel to the water line replacement project.

WIFA Project Meeting Items Review and Action:

  • Review the USDA project list and procurement issues.
  • WIFA Disbursements are reviewed and processed.
  • Project Issues are addressed.
  • EUSI personnel make construction project site visits to observe construction activities.
  • EUSI personnel accompany District Staff as needed on field site visits and discuss water system and project issues.

EUSI staff check on the status of the WIFA Labor Boards on active projects.
