Discuss and Take Possible Action Regarding the Status, Prioritization, and Funding of Capital Projects

 


BACKGROUND/DISCUSSION: USDA PROGRAM(S) & OTHER INITIATIVES

USDA Capital Program:

Phase 1-

Water Line Replacement Projects:

    • The WIFA/USDA funded water line replacement project Dashboard Report is on-line.

Construction Activities

    • Whispering Pines: The construction is complete, and the waterline is in service. Final project documentation is in process.
    • Woodland Heights: The Contractor has increased personnel on the project and added a second crew to accelerate progress and complete the project in February 2024.
    • White Oak/Cedar Meadows:  Construction is scheduled to start April 2024.
  • Portals 1 & 2: A notice to proceed has been issued for January 2024. The Contractor anticipates starting work in late March or early April 2024.

Deep Well Project SV3

  • The Contactor has delivered all the necessary equipment to the site and installed the sound attenuation barriers.
  • The well is planned to be drilled to a total depth of 2,000 feet. The first 1,000 feet will be a 14” solid casing. From 1,000 feet to 1,500 feet an 8” casing will be installed. From 1,500 feet to 2,000 feet a 6” casing will be installed. The final 6” casing will have a screened interval that will be designed and installed based on actual conditions in the well.
  • Drilling commenced on December 18th reached a depth of 435 feet by the end of the week.
  • Drilling should be completed in late February or early March 2024.
  • Well development and test pumping are scheduled for April 2024, followed by demobilization of the equipment.
  • The Basis of Design Report has been reviewed for the booster station equipment and water storage tank.
  • APS electrical will start the design of the new electrical service as soon as the Engineer provides detailed specifications. Electrical service and associated equipment are likely to be the critical path item for this well to be placed in service.

 USDA Capital Program

Interim Financing from WIFA for USDA Projects

  • PSWID continues to process WIFA construction loan funds for disbursements requests on active construction projects.
  • Sunrise Engineering continues to provide the USDA required, full time Resident Project Representative (RPR) construction observation services. 

Non-USDA/WIFA Project Initiatives:

  • Well and Water Production Infrastructure
    • In January, the Engineer and Contractor will be assessing the Milk Ranch 1 well to see if it can determine where the sand is entering the well at a designed pumping rate of approximately 150 gallons per minute (gpm). The well is currently pumping at 15 gpm. This work will include active video inspection of areas in the well during pumping. Once this information is known, the district can decide how to proceed with the potential of increasing pumping rates.
    • District Staff continue work related to the inspection, repair, and improvement of existing wells and booster stations to maintain water system reliability to meet summer water demands.
    • Well Status Logs are reviewed and updated.
    • District Staff continue working on leak response and detection activities.
    • The refurbishment of the intermediate booster pump in Portals 1&2 is scheduled to be completed in parallel to the water line replacement project.

WIFA Project Meeting Items Review and Action:

  • Review the USDA project list and procurement issues.
  • WIFA Disbursements are reviewed and processed.
  • Project Issues are addressed.
  • EUSI personnel make construction project site visits to observe construction activities.
  • EUSI personnel accompany District Staff as needed on field site visits and discuss water system and project issues.
  • EUSI staff check on the status of the WIFA Labor Boards on active projects.
