BACKGROUND/DISCUSSION: USDA PROGRAM(S) & OTHER INITIATIVES
USDA Capital Program:
Phase 1-
Water Line Replacement Projects:
-
- The WIFA/USDA funded water line replacement project Dashboard Report has been updated.
Construction Activities:
-
- Whispering Pines: Final project documentation and project close out is nearing completion and should be closed out next month.
- Woodland Heights: Final project documentation and project close out is in progress.
- White Oak/Cedar Meadows: 4,500’ of 6” PVC pipe. Construction started April 8, 2024, and is scheduled to finish October 5, 2024.
- Portals 1 & 2: 12,278’ of 6” PVC, 265’ of 6” DIP, 4,460’ of 4” PVC pipe. Construction started 3-26-24 and is scheduled to finish November 29, 2024.
Deep Well Project SV3
- The well is planned to be completed to a total depth of 2,000 feet.
- The intermediate casing had shifted down a short distance when the drilling rig was removed. The driller has ordered a special piece of casing to extend the casing that moved once the remaining casing has been installed.
- The installation of 1,393 feet of 10” casing was accomplished on 4-19-24. Installation will continue until the casing reaches full depth.
- Well development and test pumping will commence once the remaining casing has been secured in place.
- The design engineer has provided a 90% set of project design documents for review by the district. The District provided comments to the design engineer and is awaiting a revised set of project documents. Once approved by the District, the project documents can be submitted to ADEQ and USDA for approval.
- APS is working with PSWID, and potential landowners related to routing options for the delivery of 3-phase power to the new well site.
USDA Capital Program
Interim Financing from WIFA for USDA Projects
- PSWID continues to process WIFA construction loan funds for disbursements requests on active construction projects.
- Sunrise Engineering continues to provide the USDA required, full time Resident Project Representative (RPR) construction observation services.
Non-USDA/WIFA Project Initiatives:
- Well and Water Production Infrastructure-
- District Staff continue work related to the inspection, well capacity testing, repair, and improvement of existing wells and booster stations to maintain water system reliability to meet summer water demands.
- Well Status Logs are reviewed and updated.
- District Staff continue working on leak response and detection activities.
WIFA Project Meeting Items Review and Action:
- Review the USDA project list and procurement issues.
- WIFA Disbursements are reviewed and processed.
- Project Issues are addressed.
- EUSI personnel make construction project site visits to observe construction activities.
- EUSI personnel accompany District Staff as needed on field site visits and discuss water system and project issues.
- EUSI staff check the status of the WIFA Labor Boards on active projects.
