Discuss and Take Possible Action Regarding the Status, Prioritization, and Funding of Capital Projects


 

BACKGROUND/DISCUSSION: USDA PROGRAM(S) & OTHER INITIATIVES

USDA Capital Program:

Phase 1

Water Line Replacement Projects:

    • The WIFA/USDA funded water line replacement project Dashboard Report is online.

Construction Activities

  • White Oak/Cedar Meadows: Construction has been finished on the original project.
  • Work is completed on the Change Order portion of the project.
  • Pressure and water testing are complete.
  • The Contractor is completing punch list items.
  • Pavement is scheduled for the week of January 6th.
  • Final completion 2-04-25
  • Portals 1 & 2: Construction is complete.
  • The contractor is working on small punch list items.

Deep Well Project SV3

  • Based on the bid for the Booster Station, Water Storage Tank, and Associated Equipment, PSWID is recommending Summit Construction for the project.
  • Awaiting USDA approval of the selection.
  • Value Engineering discussions have resulted in a decision to separate the well equipment from the bid. A separate procurement will be conducted after the well is developed and tested.
  • Received change order from KP Ventures Drilling & Pump to remobilize and complete the installation, development and testing of the new well.

USDA Capital Program

Interim Financing from WIFA for USDA Projects

  • PSWID continues to process WIFA construction loan funds for disbursements requests on active construction projects.
  • Sunrise Engineering continues to provide the USDA required, full time Resident Project Representative (RPR) construction observation services on waterline projects. 

Non-USDA/WIFA Project Initiatives:

  • Well and Water Production Infrastructure-
  • District Staff continue work related to the inspection, well capacity testing, repair, and improvement of existing wells and booster stations to maintain water system reliability to meet summer water demands.
    • EUSI is available to consult on well and system status with District Staff. 

WIFA Project Meeting Items Review and Action:

  • Review the USDA project list and procurement issues.
  • WIFA Disbursements are reviewed and processed.
  • Project Issues are addressed.
  • EUSI personnel make construction project site visits to observe construction activities.
  • EUSI personnel accompany District Staff as requested on field site visits and discuss water system and project issues.
  • EUSI staff check the status of the WIFA Labor Boards on active projects.
