    Cory Ellsworth called the meeting to order at 4:00 p.m.

  • 4. ROLL CALL OF BOARD MEMBERS
    Conducted by Cory Ellsworth:  Board members present: George Gorkowski, Larry Bagshaw, Cory Ellsworth, and Sharon Hillman. A quorum was present. 
  • 5. BUSINESS:
    • I. DISCUSS AND TAKE POSSIBLE ACTION REGARDING APPLYING FOR $3M IN FUNDING FROM WIFA UNDER THE CONSERVATION LOANS AND GRANTS. Sharon Hillman. Staff have been working to identify locations in the system that need replacement. To date, they have identified 4 locations that could be considered to apply for the Water Conservation Grant Fund through WIFA. The Final round of grants will be closing on November 30, 2023. This program is a 75% Grant with borrower paying 25%. If the District applies for the maximum $3M, our contribution would be $750,000 from the Capital Improvements Budget. These projects would be packaged and advertised as one bid. All District projects are required to be approved by ADEO with engineered plans, etc. Sharon Hillman moved to authorize the Treasurer to complete the application necessary to receive Grant Funds from WIFA for these District replacement projects in the amount of $3, 000, 000 as well as approval of funds from the Capital Improvements Budget allocation. Larry Bagshaw seconded the motion. The motion carried unanimously.
    • II. DISCUSS AND TAKE POSSIBLE ACTION REGARDING PURCHASING A NEW DUMP TRUCK FROM PEORIA FORD IN THE AMOUNT OF $126,470.30. Sharon Hillman. For years the district has been using a dump trailer with very little hauling capacity. Major hauling is hired by local vendors. The dump trailer has several issues that may cost as much as $8,000 to repair. Staff started looking for a dump truck and found that none of the dealers had them in stock and ordering a new one would take at least a year to receive. However, Peoria Ford has a 2023 F750 already for sale. Although it’s larger than the anticipated F550, it still doesn’t require a CDL license therefore, staff will be able to do all the hauling to the dump in most cases, in one load. It will save staff time and outside vendor costs to have this vehicle in our fleet. The money is in the Equipment Budget funds. George Gorkowski made a motion to authorize the purchase from Peoria Ford in the amount of $126,470.30 for the 2023 F 750 Dump Truck. Cory Ellsworth seconded the motion. The motion carried unanimously.

    • II. Approve audit report.
