Discuss and Take Possible Action Regarding the Status, Prioritization, and Funding of Capital Projects

 

BACKGROUND/DISCUSSION: USDA PROGRAM(S) & OTHER INITIATIVES

USDA Capital Program:

Phase 1-

Waterline Replacement Projects:

    • Each new WIFA/USDA funded project will be posted with an overall status on a one-page public Dashboard Report. 

Construction Activities

    • Cool Pines Phase “A”: Contractor is 88% complete for pipeline replacement.  Completion date is scheduled for September 11, 2023
    • Woodland Heights: The Contractor has indicated that they may commence work sooner than the NTP date September 18, 2023 with construction scheduled to be completed in early February 2024.
    • Whispering Pines: 100 Calendar Days of construction, Pre-Construction meeting was conducted August 10, 2023. The contractor is mobilizing.
    • White Oak/Cedar Meadows:  150-180 Calendar Days of construction, construction scheduled to start April 8, 2024.

Deep Well Project

  • The Deep Well will take approximately 150 Calendar Days for drilling and testing. A Notice to Proceed (NTP) date was September 11, 2023.  The Driller has advised that the drill rig will not be available at that time, so the NTP will be revised as soon as there is a new NTP date.  It is expected that this will delay the start of the drilling by at least 2 months.  
  • The electrical design engineer has contacted APS to determine the requirements to bring adequate power to the site. A meeting was held on August 3rd with APS, Electrical Engineer and PSWID to review the electrical requirements for the new well.  The design engineer will prepare a formal permit design application to APS.  There is likely a very long lead time for APS and new service entrance transformers and switch gear, (48-60 weeks).

Portals 1 & 2- Water Line Replacement

  • The review of the 95% plans from Sunrise has been completed. A final review of the plans will be completed with bidding scheduled for September 2023.
  • The Engineers estimate for the project is $4,800,000 to install 17,100 LF of 6” PVC pipe.

USDA Capital Program

  • Interim Financing from WIFA for USDA Projects
    • The District continues to process WIFA construction loan funds for disbursements requests on active construction projects.
    • Sunrise Engineering continues to provide the USDA required, full time Resident Project Representative (RPR) construction observation services.

Non-USDA/WIFA Project Initiatives:

  • Well and Water Production Infrastructure
    • District Staff continue work related to the inspection, repair, and improvement of existing wells and booster stations to maintain water system reliability to meet summer water demands.
    • Well Status Logs are reviewed and updated.
    • District Staff continue working on leak response and detection activities.
    • Spare components are now in stock as a back up to Milk Ranch 3 well.
    • The refurbishment of the intermediate booster pump in Portals 1&2 is under consideration and will be designed to be completed in parallel to the waterline replacement project.
  • Critical Water Leak Detection Activities-
    • The project team is reviewing the water system leak response program.

WIFA Project Meeting Items Review and Action:

  • Review the USDA project list and procurement issues.
  • WIFA Disbursements are reviewed and processed.
  • Project Issues are addressed.
  • EUSI personnel make construction project site visits to observe construction activities.
  • EUSI personnel accompany District Staff as needed on field site visits and discuss water system and project issues.
  • EUSI staff check on the status of the WIFA Labor Boards on active projects.
